Croatia’s Hospitality Sector Faces New Regulatory Changes
The hospitality sector in Croatia is facing significant changes as the government has unveiled a draft proposal for a new law governing the industry. This comes at a time when the existing regulatory framework has already been amended nine times, indicating ongoing adjustments to meet evolving market conditions.
Prices in hospitality venues are expected to remain broadly in line with last year, although experts predict that price rises could fall in the range of 3 to 5 percent. This increase is largely influenced by rising input costs, particularly those linked to goods purchased from retail suppliers, as noted by industry expert Hrvoje Margan.
Despite these anticipated price increases, nominal revenues in the hospitality sector have shown promising growth. They rose between 12 and 15 percent in 2024 and 2025. However, this positive revenue trend is overshadowed by a surge in operating costs, which have increased by more than 20 percent during the same period.
As a result of these financial pressures, overall profit margins in the hospitality sector have dropped below 10 percent. This decline marks a significant concern for business owners who are grappling with maintaining profitability amid rising expenses.
Wages within the hospitality sector have effectively doubled in recent years, reflecting both the demand for skilled labor and the need to attract workers in a competitive environment. Waitstaff in year-round tourism roles now earn between €1,200 and €1,500 per month, while chefs can command salaries ranging from €1,500 to €2,000 per month.
The proposed draft law is currently part of a month-long public consultation period. Stakeholders are engaging with policymakers to discuss potential impacts on the industry as they navigate through these challenging economic dynamics.
