Chelsea Fined £10m and Handed Suspended Transfer Ban for Breaching FA Rules
Chelsea have been fined £10m and received a suspended ban from registering new players for two transfer windows. This follows the club’s admission of breaches of Football Association agent rules between 2009 and 2022. The club’s current owners, Todd Boehly and Clearlake Capital, self-reported 74 breaches of FA regulations when they acquired the club in 2022.
The breaches involved secret payments totalling £47m to unregistered agents and third parties for transfers conducted between 2011 and 2018. These payments occurred during the period when Roman Abramovich owned the club. The FA stated that it is “continuing to investigate individual misconduct arising out of this case.”
Regulatory Decisions and Appeals
An independent appeal board imposed the £10m fine and the suspended two-window transfer ban. Initially, an independent commission had imposed a suspended six-point deduction, which was set to last until 30 June 2027. However, Chelsea appealed this decision, leading to the points deduction being “set aside” and replaced with the suspended transfer ban.
The fine was reduced due to several factors. The club’s self-reporting and “exceptional and unprecedented nature” of co-operation led to a reduction of a third, bringing it to £17.25m. An early guilty plea further reduced the fine to £11.4m. The final reduction to £10m was made because of fines already given to the club by Uefa and the Premier League.
The FA described the £10m penalty as “appropriate,” designed to punish the club, deter similar misconduct, and uphold the integrity of the game. The regulatory commission noted that the breaches would likely not have been discovered had the club not brought them to the FA’s attention. The £10m fine will be invested into grassroots football.
The club has previously entered into sanction settlements with Uefa and the Premier League regarding these same self-reported regulatory matters. In March, Chelsea received an immediate nine-month academy transfer ban and a £750,000 fine for issues concerning the registration of academy players between 2019 and 2022. Additionally, Chelsea was fined £8.64m by Uefa in July 2023 due to incomplete financial reporting by the previous owners in 2018 and 2019, with at least six suspect payments to offshore companies linked to transfers identified.
Historical Context and Player Involvement
All of the breaches relate to the period when Roman Abramovich was the owner of Chelsea. The transfers that raised concerns during the takeover process are believed to include deals for players such such as Eden Hazard, Samuel Eto’o, and Willian. Other players mentioned in connection with secret payments include Ramires, David Luiz, Andre Schurrle, and Nemanja Matic. There is no indication of wrongdoing on the part of any of these players.
The club’s statement expressed satisfaction that the FA process has concluded, bringing all regulatory proceedings against the club to a close. Chelsea also thanked Uefa, the Premier League, and the FA for their engagement throughout these processes. The club confirmed its open and transparent cooperation, including voluntarily disclosing thousands of documents, after self-reporting potential historical rule breaches to all applicable regulators in 2022.
Roman Abramovich was sanctioned by the UK government in March 2022. He was granted a special licence to sell Chelsea, provided he could prove he would not benefit from the sale. He stated that funds from the sale would be donated via a foundation “for the benefit of all victims of the war in Ukraine.” The £2.5bn in proceeds from the sale have been frozen in a UK bank account since the sale.
The FA confirmed the sanctions on the west London club on Friday.
